The implementations were summarized as the following, 1. Review the effect and the achievement of ELVs’ (End-of-Life Vehicles) levy rate and subsidy rate The project team proposed two methods, including “checking the vehicle collection rate raise from responsible enterprise” and “setting up the ASR-PST factory” to solve the high proportion problem of green levy rate. Besides, the qualification of subsidy mechanism for ELV recycling and disposal enterprises should be more contract and encourage these enterprises use lasted recycle machine to increase the recycle effectiveness. Also the project completed checking 40 responsible enterprises who hadn’t paid the levy fee (about 6.85 million NTD), and the results were submitted to EPA. 2. Develop the autonomous management ability of ELV recycling and disposal enterprises The project team proposed strategies for ELV’s waste oil recycle BMPs (best management practices) and suggestions for ELV’s CFC and HFC management. On the other hand, drew the ELV recycler’s rating mechanism and complete an evaluation. Also made suggestions for amending ELV’s facility standard and RRMS (Resource Recycle Management System). And completed 3 educational sessions of ELVs’ workshop, overall, total 107 people attended these meetings and 87% of them were satisfied. 3. Enrich the ELV’s recycling technology and management practices through overseas visiting The project had collected and analyzed the foreign report of ELV’s management and dismantling practice and investigated 7 domestic ELV’s recycling methods to figure out the closeout channels for ASR. As a result, proposed 2 specific ways including, “recycling more ELVs’ component by dismantlers” and “setting up the ASR-PST factory”. According to the ELV Directive 2000/53/EC, this project had evaluated domestic ELVs’ 3R rate in 2016. In conclusion, the reuse and recycle rate is 85.68%, reuse and recovery rate is 98.17%. Moreover, completed the Japanese visiting, and shared the recycle knowledge with local ELV recycling and disposal enterprises. 4. Figure out the flow distribution of ELVs and plan the recycling strategic Based on the investigation of the ELVs’ flowing channel, figured out the interrelationship between ELV’s post facilities and evaluated the output value was 3.6 billion NTD in 2016. Finally, this project had proposed ELV recycling strategies in different ways, including technical, management and regulatory aspects.
